A growing body of law is threatening the rights of consumers injured by products, according to some attorneys and advocacy groups. Pre-emption allows regulators to overrule state laws in product liability cases where the product was approved by federal agencies. The phenomenon of pre-emption is being called 'silent tort reform' by plaintiffs' attorneys but it underscores a longstanding tension between state and federal laws. AP, Washington Times 03/30/2008
